A significant change in the field of teacher education occurred in the first part of the 1980 decade. In accordance with National College of Education Act, a new system of teacher educational institutes were introduced by the name of the "National College of Education". In place of the existed teacher training college system. It implemented a three-year pre-service residential course in teacher education, offering a diploma in teaching. A concept of "Teacher Education" substituted that of "Teacher Training". Gradually the concept of pre-service teacher education widened and made way to a new concept called "Teacher Development". Consequently, various teacher development courses and workshops such as in-service training and short-term awareness programs were introduced and its academic responsibility was entrusted to the College of Education. Accordingly, for the development of teachers in the North Central Province a new college of Education Pulathisipura was established in the year 2000.

The aim of every college of education is to produce a perfect teaching professional such persons need to be well-read well heard (bahusachcha), full of vocational and academic skills(sippam), willingly respecting the law and tradition beyond the common necessity to abide by lows (vinayacha) and well-disciplined mentally, verbally and physically (susikkhitha) while agreeing with above normal aim, our Pulathisipura culture is bound to offer the nation an exemplary teacher with the heart nurtured by best human values and virtues and capable of guiding the countries younger generation in the correct path toward perfect development.

ශ්‍රී ලාංකීය ගුරු අධ්‍යාපනයේ සුවිශේෂි පරිවර්තනයක් ලෙස අනුව අසූව දශකය මුල භාගයේ ජාතික විද්‍යායතන පනතෙහි බලතල ප්‍රකාරව "ජාතික අධ්‍යාපන විද්‍යාපීඨය" නමින් විශේෂිත ගුරු අධ්‍යාපන ආයතන පද්ධතියක් බිහිවිය. පැවති ගුරු විද්‍යාල ක්‍රියා පිළිවෙත අතික්‍රමණය කරමින් නේවාසික තුන් අවුරුදු පූර්වසේවා ගුරු අධ්‍යාපන පාඨමාලාවක් මේ තුළ ක්‍රියාත්මක විය. "ගුරු පුහුණුව" (Teacher Training) වෙනුවට "ගුරු අධ්‍යාපනය" (Teacher Education) යන සංකල්පය විද්‍යාපීඨ මගින් තහවුරු විය. පසු කාලීනව පුර්වසේවා ගුරු අධ්‍යාපන සංකල්පය පුළුල්වීම තුළ "ගුරු සංවර්ධයනය" (Teacher Development) යන සංකල්පය බිහිවීම නිසා, සේවාස්ථ කෙටිකාලීන දැනුවත් කිරීම ආදී වශයෙන් විවිධ ගුරු සංවර්ධන පාඨමාලා හා වැඩමුළු සම්බන්ධ ශාස්ත්‍රීය වගකීම දැරීමට ජාතික අධ්‍යාපන විද්‍යාපීඨයට පැවරිණි. මෙහි ප්‍රතිඵලයක් ලෙස උතරු මැද පළාතේ ගුරුවරුන්ගේ සංවර්ධන කාර්‍යයට උරදීම සදහා 2000 වර්ෂයේදී පුලතිසිපුර ජාතික අධ්‍යාපන විද්‍යාපීඨය ආරම්භ කරන ලදී.

සමස්ථ විද්‍යාපීඨවල අපේක්ෂාව වන්නේ, බොහෝ අසු පිරූ තැන් (බාහු සච්ච) වෘත්තීය කුසලතා සහ ශිල්පීය දක්ෂතා සංවර්ධයනය කරගත් (සිප්පං) නීති ගරුක බව ඉක්මවා ගොස්, නීති රීති සම්ප්‍රදායන් රැකිය යුතු දේ ලෙස සිය කැමැත්තෙන් භාර ගන්නා (විනයෝච) කායික වාචසික, මානසික යන තිදොර වඩාත් සංවර කර ගත්තාවූ (සුසික්ඛිත) ගුරු පෞර්ෂයක් ගොඩ නැංවීමයි. විද්‍යාපීඨ මහා සංස්කෘතියේ මෙම හරයට අනුගතව අප ගොඩ නැංවූ චූල සංස්කෘතියේ අභිමතාර්ථය වන්නේ උත්තම මනුගුණ හා සාරධර්ම වලින් පෝෂිත වූ හදවත් ඇති සත්‍යවාදී ගුරු පෞර්ෂයක් තුලින්, දැයේ දරුවනට මග පෙන්වන ශික්ෂක පරපුරක්, දිසාපාමොක් ඇදුරු පරපුරේ ඓතිහාසික උරුමයට හිමිකම් කීමට සුදානම් කර දැයට දායාද කිරීමයි.
